there are tools.

one is the extractor used to take the files you want to edit and make them into a file you can edit.

Two is photoshop, gimp, or paint.net to edit the file once you've extracted it.

Third is the repacker, currently unavailable to the public, that repacks the files so you can use them in your client again.

use the RES-X editor it is a repacker and packer
